Nu geus atawa eukeur ngajalankeun laku patanjala, disebutna wargi pangauban. Anapon nu molah atawa ngatur lakuna, mimiti disebutna panglulugu, laju mun geus miboga aleutan kawargian satangtung pangauban (hulu, tengah jeung hilir) disebut Barésan Pangauban.
Wargi pangauban ambahanna nyurup dina kalang pangauban, nyaéta wargi kasaliraan (sa-walungan), wargi kabalaréan (sa-gunung) jeung wargi kabuanaan (sa-sasagara).
Panggedé atawa pangageung disebut ogé papayung agung. Patarémana warga-wargi pangauban jeung pamaréntahan, sabab pancén incu putu/ seuweu siwi, luyu jeung wayah-wasana, teu ukur dina pancén kasaliraan (bangsa), tapi ogé kabalaréaan (nagara).
